INSPECTORS from the Care Quality Commission say they are considering enforcement options against a Bolton care home that specialises in caring for people with physical disabilities after rating it inadequate for the second time in five months.

A series of concerns was raised by inspectors about Parkview Nursing and Residential Home in Chorley New Road after an unannounced three-day inspection in September.

In the report, published on Monday, inspectors said they had recorded 11 breaches of regulations related to building safety, safe management of medicines, infection control, assessing and managing risks, employment of fit and proper persons, meeting nutritional and hydration needs, staffing, training, assessment of needs and preferences, records and systems in place to monitor safety and quality of the service and requirements relating to the registered manager.

The damning verdict is the second one this year for the home - it had already been rated inadequate in April when officers had found seven breaches of regulations.

Among the main concerns raised was that the registered manager did not have the required skills to manage the service effectively and that a safe environment had not been maintained.

Inspectors also reported that medicines were not managed safely with some stocks not being placed on admin records and signatures missing from some records.

They also reported observing one member of staff following "unsafe" practice when administering medicines.

The report noted that some of the people at the home said they had a high level of independence although one person reported being discouraged from going outside without being given a reason.

Privacy concerns were also raised because of the use of CCTV in some areas including the reception and communal garden despite some residents not knowing it was being used.

Summarising their finding, inspectors said: "Services in special measures will be kept under review and, if we have not taken immediate action to propose to cancel the provider's registration of the service, will be inspected again within six months."

No one from Parkview had responded to The Bolton News' request for a comment before we went to press.
